300123/01 Chairman’s welcome and acceptance of apologies: No apologies
300123/02 To receive any declarations of interest: Cllr J Dennis in respect
of planning application – 22/01403/Chestnut Cottage.

Members of the Public are allowed to speak on any item on any item
on the Agenda for no more than 3 minutes: None present
300123/04 Minutes of the Meeting held on the 28th November agreed as
a true record.
300123/05 Renewal of grass curing contract:
RESOLVED: The grass curing contract agreed for 3 years with
Adrian Lee Contract Services costs detailed below:
Cut playing field grass as required, o average every 3 weeks but
more if necessary during the peak growing season – £75.00 per
occasion.
Cut grass around the Village sign, memorial and road junction
approximately once a month – £50.00 per occasion.
Omitted: Harrowing, aerating and rolling the playing field once
a year.
Omitted: Fertiliser to field – costs no longer viable for amenity grass.
All costs ex VAT.
300123/06 Update on future CIL payments for 2023: Noted as per Agenda
300123/07 Village Hall Committee – Hire charges:
Increase of £5.00 per occasion noted from April 2023.
300123/08 Matters Arising:
Highways Update
Cllr M Campbell informed the meeting that a 30mph extension
had been agreed by Highways following completion of the
survey. Further clarification of costs were being sought for the
total cost of the project.

NOTED: 19/01386 – Gosling Cottage, 165 The Street, Kirtling
Discharge of conditions 7,8,9.
PERMITTED: 22/01459/TRE – Appletrees, Upend – Tree works
PENDING:
Cllr J Dennis had declared an interest and abstained.
22/01403/FUL – Chestnut Cottage, Upend
Installation of 15 solar panels plus battery storage on
an outbuilding not visible from the road.
RESOLVED: No comment.

Chairman to check with Land Agent of Fairhaven estate
who was responsible for the passageway to the Orchard area.
Watercourse was running at the moment.
County Council Cambridgeshire – guidance on new website
for watercourses noted.

301223/14 Items for meeting: Election process 2023 – Neighbourhood Plain
Briefing: District Councillor – Cllr A Sharp Budgets:
It was confirmed that ECDC planned to have no increase their portion in the Community
Tax for the coming year.
The County increase would be 4.99%. The Highways budget had been underspent, remaining monies had been capitalised rather than being rolled forward.
Noted that an ‘A Frame’ temporary slow sign had been placed at Mill Road.
